There is a special account - root. This account has special privileges required to perform system operations, such as installation system-wide software, shutting down the system, adding and removing users, etc.
It is highly discouraged to use root account to perform daily tasks. Root privilege should only be used when absolutely necessary, i.e. doing system operations such as system shutdown, installing system-wide software, user account management, hardware maintenance, system backup, etc.
